• i <br /> � Goal#1: To promote the conservation and enhancement of the quality of <br /> surface water and wetlands throughout the city, particularly Lake <br /> Minnetonka. <br /> This goal reflects the intentions of the first goal in the city's <br /> comprehensive plan and reaffirms the city's long time commitment to � <br /> protect Lake Minnetonka, its water quality, and its recreational assets. <br /> Goal#2: To ensure the preservation and enhancement of the existing "rural <br /> character" of the city. <br /> This goal will ensure that the aesthetic elements valued by Orono residents <br /> and identified in the Rural Oasis Project will be maintained and improved. <br /> Guiding Principles <br /> In order to guarantee that future development will achieve the above goals, it is necessary <br /> to implement a set of"Guiding Principles" for development in the City of Orono. The <br /> Rural Oasis Project identified 6 factors that contribute significantly to the success of the <br /> above 2 goals. Therefore, it is imperative to provide a plan that will emphasize and <br /> implement these factors through the following Guiding Principles: <br /> Guiding Principle#1: Promote ecologically sensitive stormwater management. <br /> Applying an ecologically-based stormwater management <br /> system will improve ecosystems by reducing both reliance <br /> on manmade infrastructure and reducing downstream <br /> runoff of contaminants. <br /> Guidin�Princiale#2: Establish and maintain native ecological communities. <br /> . Conserving and improving natural and semi-natural areas <br /> will provide wildlife habitat and support natural ecological <br /> functions (i.e. drainage, filtering,buffering, etc). <br /> Guiding Principle#3: Establish and maintain ecological connections. <br /> Creating ecological connections will enhance stormwater <br /> collection and conveyance, promote ecological and wildlife <br /> corridors, and provide recreational opporhuiities for <br /> residents. <br /> City of Orono DSU, Inc <br /> Draft CPA 7 August, 2005 <br />
