' Is the City of Orono aware that it is requesting from us to: <br /> • Assume additional costs (in the thousands of dollars) which we do not have additional budget for this <br /> project <br /> • To postpone (or terminate) employment for our new contracted builder and his staff due to the time <br /> delay <br /> • To deny income to our new contracted builder and his staff due to this delay <br /> • To personally incur fuel and additional costs during the interviewing process for a vendor to survey the <br /> property <br /> • Surveys cost between $2,500 to $5,000! <br /> These are not issues the City will address. The City is fully aware of the cost of surveys and how the construction <br /> process operates. Those are factors inherent in every project and do not influence administration of the City's <br /> building permit requirements. <br /> I want to understand the following: <br /> 1. What is the full purpose of the survey? The purpose of the survey is to document the existing and proposed <br /> conditions and to allow for an analysis of the proposal to ensure it meets code standards. <br /> 2. How does this extra paper work support the needs of the City of Orono? This is not'extra paperwork', it is <br /> required information needed to accomplish the purpose of ensuring the proposal meets code requirements. <br /> 3. Is the City aware that surveys cost between $2,500 to $5,000? The City is aware of the cost of surveys. One <br /> way to minimize the cost of survey work is to use the same surveyor that has done prior surveys of the property, <br /> to take advantage of existing data they may already have. <br /> 4. Who reviews this document once it has been submitted? City staff review the submitted information, <br /> involving City consultants (engineer, wetlands specialist, etc) if the nature of the work warrants. <br /> 5. If surveys are a norm for the City, then why is it the responsibility of the property owner to pay for a <br /> survey? The City does not perform survey work; it requires that property owners provide surveys as part of a <br /> building permit application process. <br /> 6. Why would I be requested to pay between $1,500 to $5,000 for a survey which goes to your office <br /> gratis? The City has ordinances that require a property owner to provide the necessary information to allow for <br /> adequate analysis of a building project to ensure that all code requirements are met. An up-to-date, accurate <br /> survey is one of those required pieces of information.The City does not do survey work for any private property <br /> owners. <br /> 7. Perhaps the City would like to share in the cost of the survey? The City will not share in the cost of private <br /> survey work. The cost of a survey is borne by the property owner. <br /> This deck expansion does not warrant spending double the cost to build,just so the City has more paperwork to <br /> file.
