Monday,November 20,2006 <br /> 6:00 o'clock p.m. <br /> (#06-3239 VOGLTE ICF HOMES,CONTINUED) <br /> Staff finds that grounds exist to grant the lot width and area variances based on the following findings: <br /> 1. The lot was created before there were subdivision regulations. <br /> 2. A house has existed on the property since 1920. <br /> 3. There is no adjacent property the applicant could acquire to enlarge the lot. <br /> 4. There are numerous lots with houses in the immediate vicinity of this property that are of similar <br /> size and width so the proposed house would not be out of character with the surrounding area. <br /> Staff recommends approval of the lot width and area variances and approval of a hardcover variance to <br /> allow 27.7 percent hardcover in the 75-250 foot zone subject to: <br /> 1. The grading and site plans being revised to address the issues outlined in the City Engineer's <br /> report. <br /> 2. The house plans being revised to lower the floor of the basement under the garage and center . <br /> portions of the house so the basement is not considered a story and if necessary the house being moved <br /> toward the street. <br /> Vogstrom stated he would be willing to revise the plans slightly if the Planning Commission recommends <br /> lowering the floor of the basement under the garage and center portions of the house. Vogstrom noted the <br /> hardcover in the 75-250 foot zone is at 27.2 percent and at 28.2 percent in the 250-500-foot zone. , <br /> Kempf stated he does not have a problem with the hardcover and that he is in agreement with Staffls <br /> concerns regarding the appearance of massing of the house along the lake. Kempf commented in his view <br /> this proposal is not sensitive to the view from the lake. <br /> Rahn stated he also is in agreement with the recommendations of Staff and that the appearance from the <br /> lake should be softened. Rahn stated the applicant could consider planting some shrubs or bushes along <br /> the foundation. • <br /> Bremer inquired whether the applicant has considered any particular type of plantings. <br /> Vogstrom indicated he is in agreement with the plantings and that one additional thing that could be done <br /> would be to incorporate a hip roof and to redesign the windows. Vogstrom stated he also would be <br /> willing to incorporate some darker natural colors on the exterior of the house and he would also prepare a <br /> colar drawing to better illustrate the house. <br /> Kempf suggested some consideration be given to breaking up the different elements of the house to help <br /> lessen the massing. <br /> PAGE 8 <br />
