Johnston stated the amount of traffic generated by the daycare is probably slightly higher or the <br /> same as what would be generated by the town homes. <br /> Johnston stated the cost to provide city sewer to three single-family homes would make it cost <br /> prohibitive and that the three single-family homes would need to be located closer to the old Highway <br /> 12 corridor in order to provide septic sites. <br /> Rahn reiterated that in his opinion the density is too high for this site and is not in align with the City's <br /> Comprehensive Plan. <br /> Jurgens stated this type of development has not been highly successful in this city in the past and that he <br /> is having a difficult time understanding why the density for this area should be changed. Jurgens stated <br /> in his opinion the density is too high and that single-family homes would not be cost prohibitive. <br /> Rahn inquired whether the Planning Commission should vote on this application. <br /> Gaffron stated because this is a comprehensive plan amendment,a public hearing is required and that <br /> the Planning Commission should make a recommendation to the Council. Gaffron stated once it passes <br /> the City Council,it would be brought before the Metropolitan Council. <br /> Rahn commented that there are other areas within the city that are currently guided for this use. <br /> Jurgens inquired whether a PUD would be allowed on this site. <br /> Gaffron stated the only way a higher density would be allowed under current City Code would be to do <br /> an RPUD,which is not logical in this situation. <br /> Kroeger questioned whether there is a market for this type of housing at the price that is being proposed. <br /> Carlson indicated he developed the Litsen project in Wayzata and that the value of that project has more <br /> . than tripled in the past few years. <br /> Johnston noted these units have approximately 2200 square feet on the main level and that this is a <br /> different market than Stone Bay. <br /> Kroeger inquired what the risk is to the City if this development does not work. <br /> Jurgens stated there is probably not a monumental risk to the City if this development is constructed but <br /> in the event that this development does not work,then the City is in the position of trying to redevelop <br /> this property. <br /> PAGE 33 <br />
