MINUTES OF THE <br /> ' ORONO PLANIVING COMMISSION <br /> Mouday,September 18,2006 <br /> 6:00 o'clock p.m. <br /> 5. #OG-3230 SiTPERIOR DESIGN LANDSCAPES;INC., ON BEHALF OF BOB AND <br /> LAUR�EMFIELD,4203 NORTH SHORE DRIVE, CONDITIONAL USE PERMIT,7:43-7:54 <br /> P.M. <br /> Clu istopher Wagner, Superior Design Landscapes,was present. <br /> Curlis stated earlier this summer the ap�licant and the builder met with Sfiaff regarding the grading and <br /> drainage issues on this property to t"inalize approvals for the issuance of the Certificate of Occupancy for <br /> the new home. At that ineeting the applicant discussed ihe requirenients for constructing a lake access <br /> stair within the 0-75 foot zone. The applicant was told that Staff could approve a wooden stair or other <br /> type of stair merely"set into"the slope. However,the type of stair the applicant proposed at the meeting <br /> required grading of an area to result in a landing break,which the applicant was advised needed a <br /> conditio7ial use pennit. <br /> Following the meeting,an access stair was installed without proper pern�its. The stairway that was � <br /> constructed requires Planning Commission and Council review as land alterations were conducted. <br /> Curtis stated the applicant is requesting the following: <br /> 1. An after-the-fact conditional use permit in order to replace an existing concrete stairway system <br /> with a"cut into the slope"granite stair system. <br /> 2. An after-the-fact hardcover variauce is also necessary due to the change in the hardcover <br /> percentage proposed. <br /> Staff recommends approval of the after-tlie-fact hardcover variance and after-the-fact conditioiial use <br /> perniit subject to tlie City Engineer's reconunendatioizs. <br /> The applicant should provide new hardcover calculations prior to the application being placed on the City <br /> Council agenda. <br /> Wagner stated following tlze ineeting with Staff,he apparently had a uusunderstanding and he thought <br /> that he could construct two four-foot landings,which was consideraUly less than what had originally been <br /> proposed. Wagner stated the hardcover has been reduced fiom 150 feet to 50 feet. Wagner stated the <br /> retaining wall consists of approxinlately tlu-ee boulders and veiy miniuzal grading was done. <br /> .
