Typica(ly, the year after full bui(d-out is considered the design year for <br /> traffic studies in ordec to allow traffic patl:erns time to adjust. Therefore, 2009 is ldopted as the design <br /> year for this study. <br /> Two alternatives �nd the impacts associated with each are considered in this stucly. .Evaluation of the <br /> differences between the two will reveal the impact of the proposed development. The two alternatives <br /> are: <br /> A. 2009 No-Build. This alternative assunles this site will maintain its curcent land uses while the <br /> surrounding area continues to develop. Completion of New Tcunk Highway 12 is assumed under <br /> this scenario. <br /> B. 2009 Build. This alternative assunles full build-out of the developn�ent. New traffic generated <br /> by the developi»ent is added to the 2009 No-Build tcaffic volumes to arrive at the tra�c volumes <br /> under this alteri�ative. <br /> Existin�Traffic Conditions <br /> Data Collection ' <br /> The existing conditions of tlie nearby roadway system were documented by a field inventory conducted <br /> by RLK on Wednesday, January ]8, 2006. The purpose of the inventory was to identify featui•es that <br /> affect roadway capacity, inchiding traffic control, lane designations, turn lane storage bay lengths, speed <br /> limits, etc. In addition to the field inventory, manual turning movemei�t counts were conducted by RLK <br /> on the same day fi•om 7:00-9:00 AM and 4:00-6:00 PM to document existi»g Weekday AM and P.M peak <br /> hour tra�c volumes at the following intersections: <br /> ➢ Trunk Highway 12(Wayzata Boulevard)and Old Crystal Bay Road <br /> Y Wayzata Boulevard and the existing North Site Access <br /> ➢ Old Crystal Bay Roacl and the existit�g West Site Access <br /> Review of the turning movement cotmt data indicates that peak hour volumes generally occur during the <br /> following time periods: , <br /> ➢ Weekday AM Peak Houc:7:00 to 8:00 AM <br /> ➢ Weekday PM Peak Hour: 4:00 to 5:00 PM <br /> The 2005 Eaisting Weekday AM and PM peak hour traffc volumes for the study area are illustrated on <br /> Figure 3. <br /> No-Build Trlffic Conditions <br /> Backero�md Growth <br /> Bonestroo's "Wayzata Boulevard Sub Area Transportation Study" was reviewed to assess the projected <br /> impact of the completion of New TH 12 on study area tr1�c volumes.
