The City Council has considered this application including the findings <br /> and reconunendation of the Plaiu�ing Conlmission, reports by City staff, <br /> comulents by the applicant and the public, aud the effect of the proposed <br /> variances and conditional use permit on the health, safety and welfare of <br /> the conuntttiity. <br /> 5.
