It <br /> is apparent that the sediment in the downstream channel came from 4055 Elm Street. The silt fence has been <br /> overtopped in a couple of areas and was not trenched in properly in another area. These three areas allowed sediment <br /> to migrate off-site and into the downstream channel. The slope up-gradient from the siltfence has now been <br /> permanently stabilized with vegetation, so the siltfence and biologs should be removed and disposed off-site. The <br /> remaining sediment along the roadway could be graded into the right-of-way area when the City lowers the catchbasins <br /> and stabilizes this area with vegetation. However,the applicant should be required to remove the sediment from the <br /> downstream channel and restore the channel/riprap to original condition. My understanding is the Public Works <br /> department will complete work in the right-of-way as soon as the downstream channel is restored. I have attached <br /> some pictures for your information.
