Gappa Engineer's Report <br /> Title Director of Public Services <br /> Item Description: Assessment Hearing for East Long Lake Sanitary Sewer Project <br /> Assessment Hearing <br /> The assessment hearing is the next step in the approval process. A pressure sewer system will be <br /> installed which means all of the property owners will be responsible for the purchase, installation <br /> and maintenance of their own residential grinder pump station. The proposed project assessment <br /> is $12,700 for installation of sewer to the property line for each parcel in the project. This is the <br /> maximum amount that can be assessed. The property owners may also choose to add a $5,000 <br /> allowance to their assessment for the purchase and installation of their grinder pump station. For <br /> this option, the City will issue a $5,000 chcck to the property owner then include this amount in <br /> their assessment. The total assessment, with the grinder pump allowance, would be $17,700. <br /> Assessment Appeals <br /> In order to be eligible to file an assesscnent appeal, the property owner must subrnit a written <br /> objection to the assessment either before, or at, the assessment hearing. Submission of a written <br /> objection to the assessment allows the property owner to file a formal assessment appeal within <br /> 30 days of the assessment hearing. <br /> Exclusion from Project <br /> City policy allows for property owners with conforming septic systems to request "exclusion" <br /> from the project assessment. Continued use of the septic system is allowed as long as the system <br /> remains conforming to the septic regulations. In the event the system becomes nonconforming to <br /> any future septic regulations, connection to the sewer will be required at that time. Major repairs <br /> or enlargement of the septic system are not allowed and will require connection to sewer. <br /> Payment of a connection fee is required before connection to the sewer can be completed. This <br /> connection fee will be the $12,700 project assessment plus annual cost of living increases. This <br /> connection fee is adjusted annually in the City's fee schedule. <br />
