ORONO CITY COUNCIL MEETING <br />MONDAY, DECEMBER 9, 2002 <br />10. #02- 2789102 -2840 Dahlstrom Development LLC, "2550" Wayzata • <br />Boulevard West —Final Development Plan Approvals— Continued <br />could not give final plat approval without having Watershed approval. <br />Barrett stated that it would be unwise to give Draft Resolution and Rezoning Ordinance <br />approval until the Watershed approval was in place because the City could lose leverage <br />for any future negotiations. <br />Murphy asked the applicant about the fee schedule. Johnston stated that they stood by <br />their original request, but it was not an issue that would delay project approval. <br />Johnston asked why the trails along Willow and County 6 would not be comparable to the <br />sidewalks along Kelley Parkway. Nygard stated that the developer was creating a dense <br />urban residential area. The trails along Willow and Highway 12 had been previously <br />planned as part of the City's trail plan and so the City would give a credit to the developer. <br />Because of the high density of the development, he stated they were requiring sidewalks <br />along each side of Kelley. Murphy stated that Council had discussed the sidewalks, and <br />felt they would not receive a lot of use from high school kids traveling between the school <br />and Long Lake. The trail along Highway 12, however, would be used for that purpose. <br />The sidewalks were primarily there to support the development. <br />Murphy stated he would support the fees as outlined in the staff memo. • <br />Johnston stated they were looking for overflow outlets from the area. The culverts could <br />freeze and plug, so they were looking for an outlet to the creek in the north, but were not <br />certain it could work because of the grades. Between two of the units, however, they could <br />reduce the grade and give the water an outlet to the south. Murphy stated that the outlet <br />was being planned in case of a hundred -year storm. Gaffron stated they would prefer an <br />outlet to the north, instead of across Highway 12. Johnston agreed that they had two <br />choices and would work out the overflow to either the north or south. <br />Murphy asked about the Watershed District issue. Gaffron stated that the MCWD had to <br />approve the filling of the wetlands and the mitigation for those. He stated he felt that they <br />thought there would be extensive wetland impact and wanted less impact by the <br />development. From the City's perspective, the easterly entrance to Kelley impacts the <br />wetland to the northeast. Other minor wetlands will be filled and mitigated elsewhere. <br />Orono has always been the first to avoid filling wetlands. It would come down to what the <br />Watershed District views as the level of impact on an area. The staff was satisfied that the <br />impacts would be minor, whether the Watershed District accepts them or not, remained to <br />be seen. If the MCWD did not agree, then the plans maybe impacted, with some buildings <br />needing to move. <br />Murphy asked the applicant if there were any portions of the plans that were in jeopardy. . <br />X17 <br />
