ORONO CITY COUNCIL MEETING <br />MONDAY, JUNE 10, 2002 <br />• 3. #02 -2782 Professional Properties of Orono, 2765 Kelley Parkway —PUD <br />Rezoning and Concept Plan Review — Resolution No. 4823 — Continued <br />Comprehensive Plan to go over 5% retail. <br />Gaffron stated that the Council needed to decide if Dr. Berg would be charged Park <br />Dedication fees because the development was part of a subdivision and the developer at <br />that time paid fees in 1985 at the time of the subdivision. <br />Gaffron stated approval of the concept would be good for 6 months and could be extended <br />if necessary. <br />Dr. Berg stated they were motivated to work with the City and see their project through. <br />Dr. Kotteman stated that the specifics of the plan would change with the acquisition of the <br />parcel to the east. They would like to use about %z acre, or 30', of the parcel to the east. <br />Sansevere stated that the land would be used for the development regardless of whether <br />they purchase it, or the City does and then leases it to them. <br />White moved, and Murphy seconded, to adopt Resolution No. 4823 approving the <br />General Concept Plan for development of a 15,000 s.f. medical office building on Lot <br />• 1, Block 1, Willow Properties Addition. <br />Vote: Ayes: 5, Nays: 0. <br />4. #02 -2789 Dahlstrom Development LLC— Highway 12 at Willow Drive (NW <br />Quadrant )—Comp Plan Amendment/PUD Rezoning /Concept Plan <br />Review <br />Gaffron stated that the applicants were present, and were proposing to develop a mixed <br />residential and commercial development. He stated that the 2000 -2020 Comprehensive <br />Plan discusses the development along Kelley Parkway. South of Kelley Parkway up to <br />Highway 12 has been guided for office use. North of Kelley Parkway the Comprehensive <br />Plan proposed developing multi - family housing at a density of 3 -6 units per acre. The <br />applicants were proposing to put residential south of Kelley Parkway, as opposed to <br />office. They also proposed a change to the Community Management Plan to allow retail <br />on the northwest corner of Willow and Highway 12. The applicant proposed a grocery <br />store, restaurant, and specialty retail. Gaffron stated that the request was 3 -fold: to change <br />from office to residential uses between Kelley Parkway and 12, to allow retail at the <br />northwest corner of Willow and Highway 12 where it is guided for office, and to <br />determine if a grocery store is appropriate at that corner. <br />Gaffron noted that the Planning Commission recommended approval to amend the <br />Community Management Plan to guide development for residential or office space north <br />• of 12, south of County 6, between Willow and Old Crystal Bay Roads.
