City of OR ONO <br />RESOLUTION OF THE CITY COUNCIL <br />NO. - 2540 <br />A RESOLUTION ORDERING ABATEMENT <br />OF HAZARDOUS BUILDING PROCEEDINGS AT <br />4545 WATERTOWN ROAD, ORONO <br />WHEREAS, the City of Orono is a municipal corporation organized <br />and existing under the laws of the State of Minnesota; and <br />WHEREAS, Earl Freeman, P.O. Box 685 Lemont, Illinois 60439 is the <br />fee owner of record, of property located at 4545 Watertown Road, Orono, <br />Minnesota, herein referred to as "the property", and legally described as <br />follows: <br />Property Identification Number: 31-118-23 24 0004 <br />That part of the East 1/2 of the West 3/8 of the East 1/2 of the <br />Northwest 1/4 Section 31, Township 118, Range 23 lying Southerly of <br />County Road Number 6 and Northerly of the Southwesterly extension of <br />the Northwesterly right-of-way of Ring Route Road, Unplatted 31 118 <br />• 23, Hennepin County, Minnesota and <br />WHEREAS, the City Council of the City of Orono, having duly <br />considered the matter pursuant to Minnesota Statutes Sections 463.15 to <br />463.261, hereby finds that the above described property is uninhabitable <br />and contains unsanitary and hazardous conditions which constitute a public <br />nuisance and which makes this property hazardous to the public health, <br />safety and welfare based on the following findings: <br />1. East side of building - make -shift addition, no permits issued, <br />bottom studs are rotted off, 2x4 rafters over -spanned, plywood just <br />nailed to the wall at random. <br />2. Foundation wall is bad. Stone foundation - cracks throughout, <br />bowing on south wall. Foundation is deteriorating from inside and <br />outside of structure. <br />3. Tuck -under garage foundation is stone and has improper beam <br />supports. South wall caving in. <br />4. Improper beam supports - wood column to f loor with block of wood <br />under it as footing. <br />5. No fire separation between residential unit and garage. <br />6. Gas line in basement is not capped. Shut off provided only. <br />• 7. Floor joists - basement wall is cracked and in very poor <br />condition. <br />Page 1 of .7 <br />
