MINUTES OF THE <br />ORONO CITY COUNCIL <br />Monday, January 28, 2002 <br />7:00 o'clock p.m. <br />( #11) APPROVE QUOTATION FOR SEWER SERVICE INSTALLATION <br />Sansevere questioned whether the 10 percent city administration charge is standard for this type of <br />project. Sansevere stated in his opinion the 10 percent may be slightly high since the person is a taxpayer <br />in the City of Orono. Sansevere inquired what the 10 percent administration charge covers. <br />Gappa stated the 10 percent administration charge helps to offset the costs of the Public Works <br />Department to help with this project. Gappa stated there were some extenuating circumstances regarding <br />the intersection and traffic in this location. <br />Sansevere inquired whether Staff has put in any overtime on this project or whether the services were <br />provided in the normal course of the business day. <br />Gappa stated the Public Works Department does incur some costs to go through this process but did not <br />incur any overtime. <br />Sansevere stated in his opinion this perhaps should be considered a typical service the City provides to its <br />residents. <br />Gappa stated the property owner did approach the City requesting their help with this project. Gappa <br />stated generally sewer service is the responsibility of the property owner, but the property owner had <br />• requested the City assist him in this and agreed to being assessed the administrative charge. Gappa stated <br />in his view the property owner is receiving an additional service and the administrative cost is fair. <br />White moved, Peterson seconded, to accept the quotation from M &P Utilities in the amount <br />of $8,600 for repair of sewer service at 595 Old Crystal Bay with the project costs to be <br />assessed to the property owner. VOTE: Ayes 4, Nays 0. <br />CITY ADMINISTRATOR'S REPORT <br />( #12) LIQUOR VIOLATION — O'SULLIVANS <br />Moorse stated Staff is recommending a $500 penalty be imposed on O'Sullivans concerning a violation <br />by an employee selling liquor to a minor. Moorse stated this fine is being imposed as part of a police <br />program to deter serving alcohol to minors. Moorse stated there were a number of establishments where <br />alcohol was sold to a minor, with $500 being the penalty for a first time offense. <br />Sansevere inquired whether O'Sullivans accepted the training that was provided by the Police <br />Department. <br />Police Officer Kurt Erickson stated the general manager of O'Sullivans did attend the training. <br />Mayor Peterson inquired whether a $500 penalty was sufficient. <br />• Moorse stated the fine does increase with subsequent violations. <br />Mayor Peterson inquired whether the person who sold the alcohol to a minor is still employed with <br />PAGE 5 <br />
