MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,November 15,2004 <br /> 6:00 o'clock p.m. <br /> (#04-3022 PHILIP AND KAREN SKOOG, CONTINUED) <br /> Curtis stated the applicants are requesting renewal of variances granted in 2000 for a rear yard setback in <br /> order to construct a dining room addition to the existing home located 46.5' from the rear lot line where <br /> 50' is required. Additionally, in the 500'-1000' zone a hardcover variance is required based on new <br /> information unless the plastic liner is removed from the landscape beds. <br /> Staff recommends approval of the rear yard setback variance if the Planning Commission feels that the <br /> substandard lot size is a sufficient hardship. <br /> Skoog had nothing to add to staff's report. <br /> Rahn called for public comment. <br /> There were no public comments concerning this application. <br /> Fritzler moved,Bremer seconded,to recommend approval of Application#04-3022,Philip and <br /> Karen Skoog,renewal of a rear yard setback variance subject to the removal of the plastic liner <br /> from the landscape beds. <br /> Skoog indicated he is agreeable to removing the plastic liner and would not replace it in the future. <br /> VOTE: Ayes 7,Nays 0. <br /> 4. #04-3056 DENNIS AND EVELYN BRUCE,3435 LIVINGSTON AVENUE—VARIANCE, <br /> 6:37 p.m.—6:52 p.m. <br /> Dennis and Evelyn Bruce,Applicants, were present. <br /> Mr. Bruce indicated he has arranged for a tree removal company to take down the maple tree next week. <br /> Curtis stated the applicants are requesting a variance in order to construct a 20' by 30' detached <br /> garage closer to the street than their existing home. The applicants are requesting a lot coverage <br /> variance for 1,291 square feet or 19 percent structural coverage in order to exceed the 15 percent <br /> lot coverage limit; and, two, a variance to allow an accessory structure to be closer to the street <br /> than the principal structure. <br /> Curtis the structure is proposed to be 46.1 feet from the lot line, which would be located even or behind <br /> the neighboring homes. Staff is recommending approval of the location variance provided the new garage <br /> be constructed no closer to the street than the neighboring homes. The Planning Commission should <br /> consider whether this size garage with this orientation that masks the principal residence is appropriate for <br /> this neighborhood. <br /> PAGE 8 <br />
