MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> MONDAY, APRIL 19, 2004 <br /> 6:00 o'clock p.m. <br /> ROLL <br /> The Commission met on the above mentioned date with the following members present: Chair <br /> Jeanne Mabusth; Commissioners Cynthia Bremer, Roland Jurgens III, David Rahn, Jim Leslie, Ralph <br /> Kempf and Alternate Janice Berg; City Council Liaison Jim Murphy, Representing staff were <br /> Planning Director Mike Gaffron, Planners Melanie Curtis and Janice Gundlach, and Recorder <br /> Glenda D. Spiotta. <br /> Chair Jeanne Mabusth called the meeting to order at 6:00 p.m. <br /> Chair Mabusth introduced and welcomed the three newly appointed Planning Commission members: <br /> Jim Leslie, Ralph Kempf and Roland Jurgens. <br /> CONSENT AGENDA <br /> *1. 04-3000 Miller Dunwiddie Architecture/Preservation on behalf of Wayzata Country <br /> Club, 200 Wayzata Boulevard, Conditional Use Permit, Commercial Site Plan Review, Public <br /> Hearing (6:01-6:02 p.m.) <br /> Michael Bjornberg, the applicant's representative, was present. <br /> Chair Mabusth asked the public comments. There were none. <br /> Berg moved, Rahn seconded, to recommend approval of Application #04-2986, Miller <br /> Dunwiddie Architecture on behalf of Wayzata Country Club, 200 Wayzata Boulevard, <br /> granting a Conditional Use Permit and Commercial Site Plan Review to amend the original <br /> Conditional Use Permit and approve the submitted site plan to allow two minor additions to the <br /> existing building, all in conjunction with a complete renovation of the main structure. <br /> VOTE: Ayes 6, Nays 0. <br /> OLD BUSINESS <br /> 2. #04-2974 RELIANCE DEVELOPMENT COMPANY, LLP, "STONEBAY <br /> MARKETPLACE," NW QUADRANT HWY 12/WILLOW DRIVE, COMMERCIAL PUD <br /> DEVELOPMENT, CONTINUATION OF PUBLIC HEARING (6:03-7:15 P.M.) <br /> Vickie VanDell, Landform Engineering Co. and John Trautz, Reliance Development, the Applicant's <br /> Representatives, were present. <br /> Gaffron explained the continued public hearing is for a proposed Commercial PUD Development, <br /> commercial site plan review, Comprehensive Plan amendment, PUD rezoning and preliminary <br /> subdivision on Outlot A, Stonebay Marketplace on the northwest corner of Hwy 12 and Willow <br /> Drive. He summarized the application's status is that on April 12, 2004 the City Council approved <br /> language for a Comprehensive Plan amendment on a vote of 4-0 with minor revisions to draft text <br /> language. The new text generally provides some broad goals to guide Outlot A from office use to <br /> primarily retail use. He also advised PUD rezoning shall occur concurrently with final site plan and <br /> subdivision approvals. <br /> Page 1 of 49 <br />
