MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday, March 15, 2004 <br /> 6:00 o'clock p.m. <br /> (#11. #04-2994 LANDFORM, STEVE JOHNSTON, REPRESENTING SWERVO <br /> DEVELOPMENT, 875 W. WAYZATA BLVD., COMPREHENSIVE PLAN <br /> AMENDMENT-Continued) <br /> Gaffron stated that cluster housing could be done under the current two-acre zoning. Three <br /> houses could be put in one clump in one corner, save the rest of it and that wouldn't require a <br /> CMP amendment. It's the density, the total number of units on the site that requires a CMP <br /> amendment. He continued by saying we make a CMP amendment when we see a huge benefit to <br /> the city for some need that's not met. <br /> Gaffron stated he has given the commission a long list of reasons not to re-guide the property at <br /> this time. <br /> An unidentified public member asked if an Alzheimer Care Center would work on this site. <br /> The commission responded that an institutional use would be possible. <br /> Reinhart asked about the sewage issue with three houses on a two-acre site. <br /> Gaffron responded that you would need city sewer. <br /> Smith moved and Mabusth seconded a motion to table Application #04-2994, Landform <br /> Engineering Company on behalf of Swervo Development Corporation, 875 W. Wayzata <br /> Blvd. requesting an amendment of the Orono Community Management Plan (aka"the <br /> CMP" or the "Comprehensive Plan") to allow development of this site at an Urban <br /> Residential density of up to 6 units per acre,with twinhomes or townhomes. <br /> VOTE: Ayes: 7; Nays 0 <br /> 12. #04-2995 BOB CARLSON, JYLAND HOMES, 1070 W. FERNDALE ROAD, LOT <br /> AREA AND WIDTH VARIANCES (10:25-10:45 P.M.) <br /> The applicant, Bob Carlson, was present. <br /> Gaffron explained the applicant is applying for a lot area and width variance to construct a new <br /> single family residence on this property that abuts Ferndale Marsh. A permit for removal of the <br /> existing residence was applied for in February of this year. The property has contained a single- <br /> family residence for many decades. Applicant was advised during the building permit review <br /> process that while this property exceeds 2 acres in gross area, it is less than 2 acres in dry <br /> buildable area and is within the 2 acre zone, subject to Zoning Code Section 78-72(B)(2) as <br /> noted above. <br /> It should also be noted that until May 1998, when Ordinance No. 176, Second Series was <br /> adopted, rebuilding on this lot would not have required an area variance, as it would have <br /> received credit for all of its wetland area. <br /> Page 35 of 48 <br />
