- MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,May 16,2005 <br /> 6:00 o'clock p.m. <br /> (#05-3111 Water Street Homes,Continued) <br /> Carlson stated there are wetlands on both sides of the structure and that there would be issues if they are <br /> required to add 20 feet on either side of the building. <br /> Bremer suggested a condition of approval could be to insure that this structure does not fall under the <br /> wetland moratorium. <br /> Jurgens stated in his opinion it is important to know exactly where the wetland is located and suggested a <br /> new delineation be completed. Jurgens inquired whether the survey is correct as it relates to the <br /> elevations. Jurgens stated if the courtyard is at 950',a considerable amount of fill would be required <br /> around the structure. <br /> Carlson stated the survey is accurate and that the overhead is merely an artist's rendering. Carlson <br /> pointed out they are constructing the structure into the grade. <br /> Jim McNeil,Architect, indicated very little fill would be necessary. <br /> Jurgens stated he would like to see that illustrated on the survey and a wetland delineation conducted. <br /> Carlson stated the wetlands have not changed from the time the house was constructed. <br /> Jurgens indicated he would also like some limitations placed on the car wash. <br /> Carlson stated the car wash could drain into a holding tank to avoid runoff into the wetland or drainage to <br /> the septic system. <br /> Fritzler indicated he does not view this as a hardship given the size of the structure and that he has <br /> concerns regarding the future use of this structure. Fritzler stated the property owner could store his <br /> vehicles off site. Fritzler stated he has concerns with a portion of the structure being buried and that he <br /> would prefer a structure that is not oversized. Fritzler inquired how the square footage of a lot is <br /> determined. <br /> Gaffron stated normally the square footage of the lot is calculated minus the outlot. <br /> Winkey commented the structure does not appear obtrusive above the ground and that there is very little <br /> visual impact to the neighbors. <br /> Kempf agreed that the visual impact is minimal and that he does not have a problem with the appearance <br /> of the structure, especially given the size of the lot. Kempf indicated he does have a concern with a car <br /> sitting on the slab to the north side of the building and that he would like the garage door eliminated on <br /> that side of the structure. <br /> PAGE 24 <br />
