MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,May 16,2005 <br /> 6:00 o'clock p.m. <br /> (#05-3109 Navarre Congregation of Jehovah's Witnesses, Continued) <br /> Warren stated they are agreeable with Staff's recommendations. <br /> There were no public comments concerning this application. <br /> Rahn inquired whether there are any landscaping requirements for this property. <br /> Gundlach stated Staff would like to see a minimum landscaping plan and lighting plan as part of the <br /> conditional use permit. <br /> Kempf concurred that the lighting issues should be addressed at the time this property is developed to <br /> address security concerns. Kempf commented that the proposal in his opinion would improve the <br /> property. <br /> Warren stated the current light located in the parking lot is not adequate. <br /> Gundlach recommended a downward casting light be considered and that a foot-candle measurement also <br /> be included on the plan <br /> Jurgens stated his biggest concern is the amount of lighting on this lot,noting that this property is located <br /> in the residential area. Jurgens also expressed a concern regarding the sign variance and that the size of <br /> the sign being proposed is probably not necessary. <br /> Kempf stated he has the same concern regarding the size of the sign but that it is not a significant issue. <br /> Warren stated the size of the sign is consistent with other signs for similar uses. <br /> Jurgens inquired whether the sign could be reduced somewhat. <br /> Warren indicated they are open to suggestions concerning the size of the sign. <br /> Kempf moved,Winkey seconded,to recommend approval of Application#05-3109, Navarre <br /> Congregation of Jehovah's Witnesses,3655 Togo Road,granting of a conditional use permit, <br /> hardcover variance, and sign variance, subject to a lighting and landscaping plan being submitted <br /> to Staff for their review and approval, subject to the sign not being illuminated from within,and <br /> further subject to Staff's recommendations outlined in the May 16,2005 Planner's Report.
