Septic testing has confirmed that all eleven lots contain <br /> adequate and suitable soils for on site seweage disposal systems. <br /> ... :... NOW, THEREFORE:BE IT RESOLVED, that based upon one or more � ' <br /> �of the f indings noted above, �the City Counci 1 �of the City of Orono <br /> hereby approves the preliminary plat application of Michael J. <br />. Hilbelink and John Vogt per plat drawings by Phillip A. Nelson dated <br /> Revised December 30, 1987, and further grants a variance to the <br /> : . . �.•standard that would require all lots have �frontage on a public road � � � <br /> with the creation of private roads , subject to the foI'lowing <br /> conditions: <br /> 1. Prior to the issuance of building permits for new <br /> construction, the final plat must be filed with the Hennepin <br /> County Recorder's office, road base instalYed and approved by <br /> City, and, if required improvements are not completed, the � <br /> developers must execute a developer's agreement and post a letter <br /> of credit (150� of cost of remaining improvements) . <br /> � 2. Required improvements: <br /> � . a. Private road to be constructed per standards set forth in <br /> Section 11�.33, Subdivision 4 and 5. Engineering p7.ans must <br /> be approved by City prior to any construction. Existing <br /> residence within Lot 2, Block 1 shall be served by access <br /> drive at O].d Crystal Bay Road until December 31, 1988 at <br /> which time new access wi11. be provided off private road. <br /> Applicants are advised that roads are to be designed as a <br /> rural section with a minimum 24' paved width. <br /> b. Site grading at time of road construction to inc].ude <br /> realignment of drainageway within Lot 2, Block 2, and Lot l, <br /> Block 1, and any other drainageway that need be realigned <br /> along drainage easements adjacent to lot lines. <br /> c. Septic testing - percolation tests for Lot 7, Block 1 and <br /> Lot 2, Block 2 prior to final p�at approval. If plat is <br /> • finalized prior to testing, this additional improvement must <br /> . . be �isted in Deve].oper's Agreement. . <br /> d. Prior to road construction and site grading , all <br /> drainfield sites must be staked out and Lots 1 and 6, Block <br /> l ; and Lots 1 and 2, Block 2 shall have septic test sites <br /> fenced off.
