Kluegel : <br /> Re : Deering Island - Code Compliance <br /> On November 8 , 1983 , Orono Building Official , Thomas Jacobs , and I met <br /> with Mr. Howard DeSmidt and made an inspection of the residence on <br /> Deering Island inhabited by Art Swift and owned by Wayne Byrd. <br /> Although Orono does not ha�ve a specific housing ordinance, certain <br /> sections of the Building and Zoning Codes are enforceable in this <br /> situation. The following items must be rectified to bring the <br /> residence into compliance : <br /> A. Septic System <br /> Work was done on the septic system without a permit, by an <br /> unlicensed contractor, without submitted or approved proposal , <br /> and upon the after-the- fact inspection, the work done was found to <br /> not even minimally meet code standards. This system is <br /> considered non-conforming per the On-Site Code [Ordinance 210 , <br /> Section 22 . 10 , Subdivision 2 . 1 (k) ] and must be replaced by a fully <br /> conforming system as per Section 22 . 30, Subdivision 3 . 3 . <br /> Applicable code sections are attached. A partial listing of the <br /> discrepancies of the existing system appear below: <br /> - Septic tank/drainfield location within 15 ' of well <br /> ( 50 ' minimum required ) <br /> - Septic tank/drainfield location less than the required 75 ' <br /> from lakeshore <br /> - Septic tank is improper material, improper design, lacking <br /> inspection/cleanout ports <br /> - Sewer piping leaves house at ground surface, no protection <br /> from freezing . <br /> - Drainfi.eld appears to outlet into ditch heading toward lake <br /> Hl.'ll_UI�'�;& Z(1N11'(; - 473•7357 • AU�11\'ISTKA'TIUN& f11A�CE --073-7358 • Pl'BUC H'UKKS - 473-7359 <br /> ,1SSf:S51�'G <br />
