 Art Swift/Wayne Byrd
_ Deering Island
Page 2
Septic System Condition
While no surface disharge as actually noted, I believe
the septic system is a definite health hazard in that it ' s
poor construction, design, and location seems to be a psychological
factor in the way Mr. Swift uses the system; i .e. if he was
confident that the system would serve to treat and dispose
of his sewage without backing up, freezing, or causing a
pollution problemfor the lake or the well , he. might be more
inclined to use his toilet in the manner in which most of
us are accustomed. Disregarding the current manner of usage
of the septic system, it appears that the septic system is
inadequate to serve the house under what I would consider
normal water usage conditions , and meets few, if any, of
the standards of the Orono On-Site Code .
My recommendation is that should the house continue to be
occupied on a year-round basis, the existing system be abandoned;
a site evaluation should be performed and a new septic system
meeting all Code requirements be installed. With proper
planning, a new system could likely be designed and located
so as to be available for use if Mr. Byrd builds a new home
on the island in the future .
