*' Art Swift/Wayne Byrd Property � <br /> • Deering 7sland <br /> Page 2 <br /> Septic System Condition <br /> 3) The water supply system in the house appears <br /> to be functional , but Mr. Swift still does <br /> not flush the toilet. He excretes into a tin <br /> pan in the toilet bowl and carries it out to <br /> the aarden . I asked him "Does the toilet flush?" <br /> He said it "doesn' t work too well" , and I noted <br /> the bowl was covered with black rust or scale <br /> and appeared to not have been cleaned in years . <br /> 4) Inspection of the basement plumbing I noted <br /> that new PVC piping connected the kitchen sink <br /> and bathroom plumbing to the septic system. No <br /> cleanout was installed where one should have <br /> been located in the basement. <br /> 5) Where the 4 " discharge line leaves the house <br /> it has no cover and is about 2" out of the <br /> ground for a distance of about 3 ' from the ' <br /> house . This will undoubtedly freeze and plug <br /> up in the winter and is obviously an improper <br /> installation. <br /> 6) Mr . Swift stated that Hyrd told him that installation <br /> had been approved by the City. This is absolutely <br /> not true . <br /> This septic system, in my opinion, is inadequate and does <br /> not meet Orono Code in most respects as to design, construction, <br /> or location, in that: <br /> a) The inside plumbing has no. cleanout should <br /> the line plug or freeze up . <br /> b) The house sewer is at the surface outside the <br /> house and will freeze up this winter . <br /> c) The septic tank is substandard in capacity, in <br /> the materialof which iti;s constructed, in it ' s <br /> location only 9 ' trom the well (code requires <br /> at least 50 ' ) , and we have no knowledge of the <br /> baffle system inside the tank. No inspection <br /> riser was found. <br /> d) We have no knowledge of the location or design <br /> of the "existing"- .drainfield. Note that Swift <br /> said the tank outlet is a 1" or l�" pipe . If <br /> there is existing drainfield it appears it would <br /> be less than 75 ' from the lake and within 75 ' <br /> of the well , meeting neither of these Code Standards . <br />
