MINUTES OF THE ORONO PLANNING COMMISSION <br /> Monday,September 17,2001 <br /> 6:30 o'clock p.m. <br /> (#01-2714 Frederick Puzak,Continued) <br /> Weinberger stated the hardcover numbers in the 75-250' setback would be approximately 35 percent. <br /> Gaffron stated there is a possibility that once this property is hooked up to City sewer and the <br /> adjoining property is no longer needed for septic reasons,that the easement may no longer exist. <br /> Puzak stated the easement is still valid even if his property is hooked up to City sewer. <br /> Smith noted a portion of the reduction in hardcover is the result of the removal of plastic. <br /> Puzak stated a small portion of the reduction comes from the removal of plastic,with the remaining <br /> reduction coming from the driveway being reduced. <br /> Mabusth inquired whether the Council would approve new construction within the MUSA area that is <br /> not connected to City sewer. <br /> Gaffron stated the City has approved one other similar situation in the mid 1980s on Saga Hill. The <br /> Council said if the property owner could prove they had adequate septic,they could proceed with <br /> development of that lot without hooking up to City sewer. Gaffron stated in this case the sewer line <br /> does not abut this property,with the property owner at the present time not having access to the sewer <br /> line. Gaffron stated in his view the Applicant faces a hardship by not being able to obtain an easement <br /> in order to connect to City sewer. Gaffron stated the City septic inspector would need to review the <br /> septic sites. <br /> Hawn stated the Planning Commission could table this application in order to allow the septic <br /> inspector time to review the septic sites to determine whether they are conforming. <br /> Puzak stated he has contacted the City's septic inspector who indicated he could complete a review of <br /> the septic areas prior to the City Council meeting. <br /> Gaffron inquired whether the well would be relocated. <br /> Puzak stated the well would only need to be moved at which time a second or alternate site would be <br /> put into effect. Puzak indicated the well is approximately 25 years old and will probably need to be <br /> replaced at about the same time another septic site is needed. <br /> Rahn inquired what the current septic system is designed for. <br /> Puzak stated the current septic system is serving a five-bedroom house. The proposed site could <br /> handle a five-bedroom house. <br /> Gaffron stated the City's septic inspector would need to review the septic sites to determine whether <br /> they will be allowed. <br /> Puzak stated the septic issue would be resolved prior to a building permit being obtained. <br /> PAGE 22 <br />
