MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> August 20,2001 <br /> (Boat Storage,Continued) <br /> Welsh commented the boat is on the property owner's land and he should be able to store his boat there <br /> if he so chooses. <br /> Kluth stated in his view it is a matter of aesthetics. <br /> Berg stated there might be some cases where a person does have health problems and is unable to use <br /> their boat for a period of time. <br /> Smith stated the Planning Commission cannot go to the extreme situation in trying to control boat <br /> storage. Smith stated in her view the City does have a problem with boats that sit inactive on a person's <br /> property for a long period of time. <br /> Lindquist suggested a maximum of two years that a boat may sit inactive on a person's property. <br /> It was the consensus of the Planning Commission to incorporate the following language into the <br /> proposed ordinance: "All boats stored on a property shall be in operable condition, except that <br /> inoperable boats under active restoration may be stored on a property for not more than two years. <br /> Hawn stated she would like the language indicating the reason why the boat cannot be stored <br /> indefinitely on a person's property. <br /> It was the consensus of the Planning Commission to leave the following language in the ordinance: <br /> "the intent being to discourage the long-term storage of inoperable boats on residential property". <br /> Hawn inquired what the Planning Commission feels about Item B, "no boat shall be stored on a property <br /> that does not contain a principal residence structure. <br /> Welsh stated there could be a situation where a person owns two lots and stores his boat on the <br /> additional lot where there is not a house. <br /> Berg stated the language unless the lot is adjoining a principal residence could be added. <br /> Smith stated the City does not want to have vacant lots with only a boat being stored there. <br /> Welsh stated in his view property taxes will preclude that from happening. <br /> It was the consensus of the Planning Commission to keep Item B in the ordinance with the following <br /> language being added, "unless the property is contiguous to the property containing a principal <br /> residence". <br /> Hawn inquired about Item C regarding length of the boat. Hawn stated whether the language fully <br /> screened means all the way around the boat or just along the property line dividing the two properties. <br /> Welsh stated the Planning Commission needs to go to Item G where it says the boat cannot be visible <br /> from adjacent properties. <br /> PAGE 23 <br />
