MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> August 20,2001 <br /> (Boat Storage,Continued) <br /> Lindquist inquired whether Welsh was in favor of discarding the entire ordinance. <br /> Welsh stated he was and that the City should start all over again. <br /> Hawn stated at the moment the Planning Commission is looking just at Item A. Hawn noted the <br /> Planning Commission is in favor of requiring that all boats stored on the property be licensed to the <br /> property owner or occupant. Hawn indicated there appears to be some issues regarding the amount of <br /> time a boat can be stored on a property. Hawn stated she would like to poll the Planning Commission to <br /> determine how they feel about the length of time a boat can be stored on a property per calendar year. <br /> It was the consensus of the Planning Commission that the maximum period a boat may be stored outside <br /> on a property should be reconsidered. <br /> Hawn inquired whether the Planning Commission would like a requirement that the boat be in the water <br /> for some point during the calendar year. <br /> It was the consensus of the Planning Commission to not require that the boat be in the water for some <br /> period of time during the calendar year. <br /> Hawn inquired how long the boat could be stored on land without being in the water. <br /> Kluth stated without that language,the boat could be stored indefinitely on land. <br /> Hawn inquired how Staff would determine whether it is inoperable or not. <br /> Kluth suggested the language if it is not under active restoration. <br /> Smith inquired what would happen if the restoration has been inactive for the past two years. Smith <br /> stated she has the impression the Planning Commission would prefer a one year period of time but that <br /> longer than one year is not acceptable unless it is under active restoration. <br /> Hawn inquired whether the boat could be inoperable for a period of one year or 18 months. <br /> Smith commented a person could work on a boat for a period of years. <br /> Hawn noted that language was included in the ordinance due to complaints regarding boats that are <br /> stored on residential property for years without being moved. Hawn stated unless the Planning <br /> Commission specifies the length of time a boat can sit inactive,there will be no language addressing <br /> this issue. <br /> Welsh inquired how many of these situations exist where the boat has been sitting inactive for a number <br /> of years. <br /> Hawn stated she is unaware of the number, but that there have been complaints regarding boats being <br /> stored on a person's property for years without being put in the water. Hawn suggested that perhaps if a <br /> boat is inoperable for a period longer than 18 months, it should be removed from the property. <br /> PAGE 22 <br />
