MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> August 20,2001 <br /> (Boat Storage,Continued) <br /> Gaffron stated the Council then referred the matter to the Planning Commission with some general <br /> direction. First,to consider increasing the length of boats allowed to be stored without screening. <br /> Secondly,to consider expanding and clarifying the area where boats can be stored on the various types <br /> of lots. Third,to consider what types of screening are necessary and under what circumstances or <br /> conditions as well as what type of boat coverings might be appropriate. <br /> The Planning Commission then held a work session on July 31st, which led to the draft ordinance before <br /> the Planning Commission tonight. <br /> Gaffron stated the existing ordinance is as follows: "Exterior Storage in"R"Districts. In all"R" <br /> Districts,all mobile materials and equipment shall be stored within a building or fully screened so as not <br /> to be visible from adjoining properties,except boat and unoccupied trailers less than 20 feet in length, <br /> which are not stored for commercial purposes, if stored to the rear of the house and a distance of ten feet <br /> or more from any property line." Gaffron stated under the current ordinance, a property owner may <br /> store a boat in excess of 20 feet on their property if it is within a building or fully screened. If the boat <br /> is less than 20 feet in length,the boat may be stored to the rear of the house and ten feet from the <br /> adjoining property line. Gaffron noted the current ordinance has been in effect since 1967. <br /> Gaffron stated the City of Orono has enforced the boat storage ordinance only upon a complaint being <br /> received. The City of Orono has typically had a number of boats being stored on residential properties <br /> that are technically in violation of the current ordinance. <br /> Gaffron indicated the draft ordinance before the Planning Commission is much longer in length and <br /> has some of the following points: <br /> A. All boats stored outside on a residential property shall be licensed to the owner or occupant of the <br /> property, and shall be in operable condition. The maximum period a boat may be stored outside on <br /> a property is nine months per calendar year,the intent being to discourage the long-term storage of <br /> inoperable boats on residential property. <br /> B. No boat shall be stored on a property that does not contain a principal residence structure. <br /> C. Boats and unoccupied boat trailers exceeding 27 feet in length, and boats on trailers which as a <br /> combination exceed 30 feet in length, shall not be stored on any residential property except within a <br /> fully enclosed building meeting all applicable zoning and building code standards; except that such <br /> boats,boat trailers or combinations may be stored outside on a property of 2.0 acres in area or <br /> larger when located a minimum of 30 feet from all property lines, when located to the side or rear <br /> of the principal residence structure, and when fully screened. <br /> D. Boats and unoccupied boat trailers 20—27 feet in length, and boats on trailers which as a <br /> combination have a length of 23 —30 feet,may be stored outside on a residential property to the side <br /> or rear of the principal residence structure, shall be located no less than 10 feet from any lot line, <br /> and shall be fully screened. <br /> E. Boats and unoccupied boat trailers less than 20 feet in length, and boats on trailers which as a <br /> combination are less than 23 feet in length,may be stored outside on a residential property to the <br /> PAGE 13 <br />
