MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> August 20,2001 <br /> (#01-2698 Kim and John Puckett,Continued) <br /> Puckett stated she has contracted with an individual who will be coming to the site every two weeks to <br /> remove the manure. Puckett indicated this arrangement could be adjusted if necessary. <br /> Mabusth recommended the diagram to be submitted basically show the functioning layout of the <br /> operation for City Council review and approval. <br /> Smith inquired whether all the stalls would be utilized for horses rather than some other use. <br /> Puckett stated she will be utilizing all 19 stalls for horses,with the stalls being 12' by 14'. <br /> Kluth moved, Smith seconded,to recommend approval of Application#01-2698,Kim and <br /> John Puckett,4100 Watertown Road,granting of a conditional use permit to permit public use of <br /> a barn and riding arena on this property,and granting of variances to permit the barn to be <br /> located within 150 feet of the property line and to permit a nonowner to provide instruction to the <br /> owner of horses boarded at the site,subject to the Applicant submitting a plan for review and <br /> approval by City Council detailing the functional layout of the horse operation and the <br /> arrangements concerning manure removal,with the understanding the conditional use permit will <br /> need to be reviewed if one of the lots is sold in the future. <br /> Smith inquired whether there were any issues relating to parking,noise,or signage with this application. <br /> Bottenberg stated not that she was aware of. <br /> Puckett stated they are not planning to have any signage,with the operation being closed on Sundays <br /> and Mondays. Puckett indicated she does not anticipate parking to be a problem since many of her <br /> boarders own more than one horse. <br /> VOTE: Ayes 6,Nays 0. <br /> (Hawn returned at 8:21 p.m.). <br /> SCHEDULED PUBLIC HEARINGS <br /> (#11) PROPOSED REVISIONS TO ORONO ZONING CODE SECTION 10.50, SUBD. 13, <br /> STORAGE OF BOATS ON RESIDENTIAL PROPERTY,8:21 p.m.—10:37 p.m. <br /> The Certificate of Mailing and Affidavit of Publication were noted. <br /> Gaffron stated a public hearing was held at the July 9`h City Council meeting to obtain some public input <br /> on whether the existing ordinances governing boat storage on residential properties should change. <br /> Gaffron stated the City elected to review the boat storage ordinance in response to some concerns raised <br /> by some residents. <br /> PAGE 12 <br />
