City of Orono Project No: 000139-10047-0
Old Crystal Bay Road Reconstruction Page 26
CITY OF ORONO – OLD CRYSTAL BAY ROAD RECONSTRUCTION
8.0 Funding Options
8.1 STATE AID FUNDS
Old Crystal Bay Road is designated as a Municipal State Aid road. Therefore, State Aid funds may be
used to fund most of the work related to the roadway reconstruction and storm sewer installation.
8.2 CITY UTILITY FUNDS
The majority of the sanitary sewer and water main improvements, as well as the portion of the storm
sewer improvements not covered by State Aid will be funded by the City’s respective enterprise funds for
each utility.
8.3 CITY OF MEDINA
A portion of the proposed sanitary sewer improvements would be funded by the City of Medina under the
Sanitary Sewer Construction and Service Agreement between Orono, Medina, and Long Lake dated
August 10, 1981. Under this agreement, Medina is responsible for a percentage of the costs associated
with the Medina forcemain replacement, as well as all the gravity sewer replacement proposed in this
report. The costs should be allocated between Orono and Medina as described in the Agreement.
8.4 GRANTS
There may be an opportunity to obtain one or more grants for this project. One such grant is Safe
Routes to School. This program provides funds to schools and municipalities to identify, build, and
preserve safer routes so children can walk and bike to school. If this project moves forward, we will
explore additional grant options available.
Item #10 - CC Agenda - 10/25/2010
Old Crystal Bay Road Reconstruction Feasability Study [Page 29 of 42]
