City of Orono Project No: 000139-10047-0 <br />Old Crystal Bay Road Reconstruction Page 24 <br />CITY OF ORONO – OLD CRYSTAL BAY ROAD RECONSTRUCTION <br />7.0 Cost Analysis <br />Detailed cost estimates for the proposed improvements are presented in the Appendix. The cost <br />estimates consist of a base cost, which includes the necessary sanitary, water main, storm sewer, and <br />basic street improvements, and separate cost estimates for the optional improvements. These costs <br />include a 5 percent contingency allowance, a 20 percent allowance for design, inspection, legal and <br />administration costs, and a 5 percent allowance for capitalized interest and bonding costs during <br />construction. The estimated costs shown in this report are based on 2010 unit prices and can be related <br />to the ENR Construction Cost Index for October, 2010 of 8920.45. <br />A summary of the estimated costs is presented in Tables 1, 2 and 3 below. Table 1 breaks down the <br />base cost for Option 1. It includes all necessary costs for reconstructing the street with curb and gutter <br />and turn lanes, as well as replacing all the necessary sanitary sewer and water main within the project <br />area, and installing the required storm sewer and stormwater BMPs to meet local requirements. <br />Table 2 breaks down the base cost for Option 2. It includes all necessary costs for reconstructing the <br />street with curb and gutter and two roundabouts in addition to the necessary utility improvements. The <br />City should choose either Option 1 (Table 1)or Option 2 (Table 2) to be constructed as part of this <br />project. <br />Table 3 includes a list of all additional improvements that may be done as part of this project. The City <br />should choose none of the items, all of the items, or any combination of the items, with the exception of <br />the Additional Roundabout Option.
