Item #11 - CCAgenda - 09/13/2010 <br />No Parking Zone on Kelley Parkway [Page 2 of 3] <br />A RESOLUTION AUTHORIZING <br />THE INSTALLATION OF SIGNS <br />PROHIBITING PARKING <br />ON THE SOUTH SIDE OF KELLEY PARKWAY <br />WHEREAS, the City of Orono is a municipal organization under the laws of the <br />State of Minnesota; and <br />WHEREAS, Kelley Parkway is a City street serving existing and future residential <br />and commercial development, the City of Orono municipal campus, and the general public; and <br />WHEREAS, the street is a primary route for emergency services vehicles and Public <br />Works vehicles; and <br />WHEREAS, per City Council Resolution No. 4915 adopted January 27, 2003, on - <br />street parking is prohibited on all portions of Kelley Parkway abutting the residential & commercial <br />portions of the development known as Stonebay except in designated parking bump -outs along the <br />north side of the street, and is posted as such; and <br />WHEREAS, the north side of Kelley Parkway from the west boundary of Stonebay to <br />Old Crystal Bay Road has previously been posted No Parking due to the numerous driveway <br />entrances existing in this section of the street; and <br />WHEREAS, the Council finds that there are parking problems associated with <br />vehicle parking along the south side of Kelley Parkway from the west edge of Stonebay to Old <br />Crystal Bay Road. This parking is the result of students parking vehicles and walking over to the <br />high school. Problems include increased pedestrian traffic in the roadway, vehicles stopping to pick- <br />up/drop off other students, vehicles stopping to talk and socialize with others, obstructing <br />entrance/exits to businesses, etc.; and <br />WHEREAS, the large number of vehicles parked on the street severely limits lines of <br />sight for vehicles entering and leaving the abutting commercial properties, decreasing the level of <br />pedestrian and vehicle safety in the area. <br />Page 1 of 2 <br />
