(hereinafter "Owner") is the <br /> owner of the property located at 3485 Crystal Place within the City of Orono (hereinafter <br /> "City") and legally described as: Lot 8, Block 2, Navarre Heights, Hennepin County, <br /> Minnesota(hereinafter "the Property"); and <br /> WHEREAS, the Owner has made application to the City for a variance to <br /> Orono Code Section 78-1288 to allow 39.3 percent hardcover in the 500 to 1,000 foot zone of <br /> the Property when the maximum allowed is 35 percent; and <br /> WHEREAS, the Owner has made application to the City for variances to <br /> Orono Code Section 78-1511 to place a detached garage on the Property five feet from the <br /> east property line and south property line when 10-foot setbacks are required; and <br /> WHEREAS, after due published notice and mailed notice in accordance with <br /> Minnesota Statutes and the City of Orono Zoning and Planning Codes, the Orono Planning <br /> Commission held a public hearing on November 17, 2008, at which times all persons desiring <br /> to be heard concerning this application were given the opportunity to speak thereon. <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of Orono, <br /> Minnesota: <br /> FINDINGS <br /> 1. This application was reviewed as Zoning File#08-3386. <br /> 2. The Property is located in the LR-1C-1 zoning district, where 0.5 acre is the <br /> minimum lot area and 100 feet is the minimum lot width. The Property is <br /> approximately 0.15 acre in area and 50 feet in width. <br /> 3. The Planning Commission reviewed this application on November 17, 2008 <br /> and on a vote of 4 - 2 recommended approval of the variances, based on the <br /> following findings: <br /> Page 1 of 4 <br />
