Ms. Jeanne A. Mabusth, June 24, 1996 <br /> Ciry of Orono <br /> Page -2- <br /> have recently done an inspection of Watertown Road to determine the source of the problem. From Old <br /> Crystal Bay Road to approximately 400 feet east there is an existing ditch and berm which directs the street <br /> runoff to a culvert under the bike trail. From approximately 400 to 600 feet east of Old Crystal Bay Road <br /> there is no ditch and/or berm to control the street runoff and the drainage flows southwesterly across Lot 1. <br /> We would recommend that a small berm be constructed along the north property line of Lot 2. This work <br /> would best be accomplished during the grading of Lot 2, currently underway. <br /> We suggested that a meeting be held with the City,building contractor, homeowners, Mark Gronberg and <br /> original developers if desired to discuss the surface drainage plan and whether any improvements are <br /> necessary. The homeowners asked that a copy of the construction plans for Old Crystal Bay Road <br /> Addition be provided to them. <br /> Sub-surface Drainage: <br /> The homeowners discussed how their sump pump runs nearly continuously year-round. The sump pump <br /> collects sub-surface water through draintile lines installed beneath the basement floor and within the <br /> foundation block. The basement for Lot 1 was installed approximately 4 feet lower than the adjacent <br /> drainageway. This creates a high potential for sub-surface drainage problems which must be served by a <br /> sump pump. <br /> The homeowners are concerned that in the event of a power failure their basement would flood. This <br /> concern is valid. Unless a battery powered sump pump is installed or a generator can be used for a power <br /> source, it is likely the basement could have water damage during a power failure or sump pump <br /> malfunction. Mr. Eiden said that he would have someone install a draintile line from behind the home on <br /> Lot 1 all the way to the sedimentation pond at the south end of the development. He said that he would <br /> like the City to review the plans when they have been prepared. Due to the nature of the problem we <br /> would recommend that the tile line be a minimum of 6 inch perforated pipe installed at least one foot lower <br /> than the basement floor, bedded in pea gravel with direct drainage to the pond. A connection should be <br /> made to the foundation drain to effectively minimize the need for a sump pump.
