Because the proposed replacement of the <br /> stairway to the lake includes land alterations within the 0-75' lake setback, modifications to the existing stair <br /> layout and an increase in hardcover within the 0-75' lake setback staff cannot administratively grant this permit. <br /> The project will require City Council approval of a hardcover variance and conditional use permit prior to <br /> issuance of an administrative zoning permit. <br /> 1. Land Use Application: Variance and Conditional Use Permit. The proposed project requires a <br /> conditional use permit for land alterations and a variance for hardcover. Please complete and submit <br /> the enclosed application forms and materials. Land Use Applications require a $700 application fee and <br /> an application escrow(see#3 below). <br /> 2. Certificate of Survey. Please provide two, full size certificates of survey (and one reduced or digital copy) <br /> meeting the City's survey standards (enclosed) indicating the location of the proposed stairway, existing <br /> house, decks and stairs along with existing and proposed contours as well as all existing structures, <br /> landscaping, retaining walls and hardcover on the property. <br /> a. Stairway Construction Plans. The submitted stairway plans must be shown on the certificate of <br /> survey as proposed. <br /> b. Hardcover Calculations. A registered land surveyor must complete hardcover calculations on <br /> the property. Attached are copies of our hardcover information sheet and hardcover calculation <br /> worksheet. <br /> c. Land Alteration. Grading, filling or excavating more than 500 cubic yards on a property or more <br /> than 10 cubic yards in the lakeshore setback (within 75' from the Ordinary High Water Level) <br /> requires a Conditional Use Permit. Calculate the total cubic yards of grading, filling, excavating <br /> which will take place with the proposed project. <br /> 3. Escrow& Escrow Agreement—Land Use Application. This project will involve grading and/or review by <br /> the City's engineer therefore submittal of an escrow and an escrow agreement is required. The purpose <br /> of the escrow is to guarantee reimbursement to the City for out-of-pocket costs incurred during the <br /> review of your plans. The escrow amount required for the land use application portion of the project is <br /> $700. The escrow agreement is enclosed.
