Staff conducted a preliminary review based on the information provided and <br /> recommends the following items be submitted or revised in order for your application to be considered complete and <br /> for the plan review to continue: <br /> 1. Certificate of Survey. The survey submitted dated 4-28-2015 is not to scale and appears to have an <br /> incomplete legal description. The City Engineer has reviewed the survey and made the following comments. <br /> Please provide two copies of an updated, full size certificate of survey which meets all of the City's survey <br /> standards (enclosed) addressing the comments below. <br /> a. The site plan depicts a retaining wall on the north east side of the home. As depicted the walls are <br /> exactly 4 feet tall and exactly 8 feet apart. While this does meet the City's retaining wall standard, <br /> the slightest deviation from the plan may result in the requirement of an engineered design. Walls 4 <br /> feet or greater in height must be designed by a licensed professional, and plans must be submitted <br /> to the City for review prior to the approval of the permit. In the case of multiple walls, walls <br /> separated by less than 2x the height of the upper wall shall be considered one wall. <br /> b. The retaining walls on the west side of the home next to the driveway are 5 feet tall and require <br /> engineered designs. <br /> c. A timber retaining wall is shown on the survey in the to be graded area, is this planned to be <br /> removed? <br /> d. Grading and construction of a retaining wall is shown outside of the erosion control measures and on <br /> the neighboring property. The following must be submitted: <br /> 1. Written permission must be received from the neighboring property owner and the erosion <br /> control measures adjusted to cover all of the disturbed area;and <br /> 2. A zoning permit application for a minor land alteration for grading for the neighboring <br /> property. Please provide a calculation of proposed earth movement for the grading. Please <br /> note 50 cubic yards can be approved and permitted administrative within 75 feet of the <br /> Ordinary High Water Level (OHWL); over 50 cubic yards within 75 feet of OHWL will require <br /> council approval;and <br /> 3. A zoning permit application for a retaining wall on neighboring property. Please note the <br /> retaining wall appears to be within 75 feet of the OHWL and is not permitted. Please adjust <br /> this wall to meet the 75'setback. <br />
