The Property is located in an area the city envisions as a downtown, and the proposed <br />nursing facility is inconsistent with this goal. <br />7. Rezoning the Property to B-4 would allow for uses that are not appropriate for the property <br />given the location adjacent to residentially zoned property and proximity to public <br />amenities such as the Dakota Trail and the city park. <br />8.
