The purpose of this Council action is Council approval to commence engineering and <br />design of water and sewer utilities along CSAH 112 west from Old Crystal Bay Road. <br /> <br />2. Situation. Developers are engaged in planning projects along the western portion of CSAH 112. <br />The area is divided into three parcels with developers actively interested in the two end parcels. There are <br />currently no plans to develop the center parcel, Dumas Orchards. The Community Management Plan <br />(CMP) calls for these areas to be serviced with municipal water and sanitary sewer. Currently water and <br />sewer service only extends westward to the corner of Old Crystal Bay Road and CSAH 112. In July <br />2015 the Council passed Resolution 6530 (Exhibit A) outlining the City’s plan for funding and <br />distributing the cost of the project to the benefiting properties. At the January 7, 2016 Council meeting <br />Lake West LLC, developer for 3245 Wayzata Blvd (former Eisinger Property) petitioned the City to <br />begin extension of sewer and water lines to serve this site in anticipation of gaining final plat <br />approval in late spring of this year (Exhibit B). <br /> <br />3. Costs. <br /> <br />a. Overall Project Cost. The estimated cost of the provision of sewer and water mains along CSAH <br />112 is: <br />Municipal Water Sanitary Sewer Total <br />$501,995 $ 701,801 $1,203,796 <br /> <br />b. The engineering proposal from Bolton and Menk is not to exceed $149,500. (Exhibit C) <br /> <br />4. Funding Mechanism. The funding mechanism outlined in Resolution 6530 has the City funding the <br />projects and then charging the developers for their portion as each development reaches the final plat <br />stage. <br /> <br />5. Proposed Way Forward. In order to have the utilities in place down to the Eisinger property by the <br />end of the 2016 construction season, engineering and design needs to begin as soon as possible.
