MARIANI CONCEPTUAL REQUEST TO EXPAND MUSA BOUNDARY (continued) <br />Mariani indicated they are under state review at this time. Mariani stated he spoke with the state <br />representative earlier today and that they expect to have a formal finding completed sometime next <br />month. <br /> <br />Mariani stated he also spoke with the director of planning at Three Rivers Park and she indicated that it <br />would not matter to the park district if there was a sewer connection. Mariani stated Three Rivers Park <br />appears to be looking for properties that are either donated or sold at the assessed value. Mariani stated <br />he was also told that Three Rivers has no formal plans to purchase any property in this area at this time. <br /> <br />Mariani stated the other option he has is to install a Type III system, which was originally listed as an <br />experimental system. That system was later changed to other even though there were no changes made to <br />the requirements or design of the system. Mariani noted he has only one site to put a septic system and <br />that contractors will not guarantee a Type III system but they will guarantee a Type I system. Mariani <br />stated he was hoping the City would be willing to help him out. <br /> <br />McMillan asked if he owns both properties. <br /> <br />Mariani indicated he bought both parcels with the condition that the lots would be split, which has <br />occurred. <br /> <br />McMillan asked if there is room for any system on either site. <br />Mariani stated a Type III system can be put on any lot and that a Type I system could possibly be <br />constructed on the lower lot. Mariani noted there is also an easement in the area of the other possible site <br />on this property. <br /> <br />McMillan asked if a new system needs to be installed in the near future. <br /> <br />Mariani stated it does. Mariani stated the drain field is gravity fed and is actually for the other property. <br /> <br />Gaffron stated the existing drain field likely crosses the property line and that the City approved two new <br />sites on this property and two sites on the other lot. The survey also did not show the easement. Gaffron <br />stated to his knowledge a Type III system requires additional sand and is based on the water table being <br />too close to the surface as well as how the soils percolate. Gaffron noted the soils on this site have been <br />disturbed and that there are some risks with a Type III system. Gaffron stated on the other hand, the <br />system could work just fine. <br /> <br />Mariani stated he will be required to spend up to $30,000 to put in a Type III system that may not work <br />for very long and then he will be back before the City Council. Mariani commented it is a huge gamble <br />on his part and that he would like to be included in the MUSA system. <br /> <br />Barnhart stated Staff is looking for some direction on whether this property should or should not be <br />included in the MUSA. <br /> <br />Levang asked if it would make a difference if the density on the James property changes. <br />
