Establishing Polling Location <br /> <br />REQUEST FOR COUNCIL ACTION <br /> <br /> DATE: February 22, 2016 <br /> ITEM NO: 13 <br /> <br />Department Approval: Administrator Reviewed: Agenda Section: <br />Name Diane Tiegs JML City Administrator's <br />Title City Clerk Report <br />Item Description: Establish New Polling Place Location for Precinct 2 <br /> <br />Attachments: Exhibit A – Resolution <br /> Exhibit B – State Statute 204B.16 Polling Places; Designation. <br />Exhibit C – Precinct Boundary Map Showing Old and New Precinct 2 <br />Locations <br />Background <br /> <br />Gray Freshwater Center, located at 2500 Shadywood Road, has been the designated polling place <br />location for Precinct 2 voters. Due to the possible sale of the property the City of Orono is <br />unable to the use the facility for Election Day activities. <br /> <br />Requirements for Polling Places <br /> <br />State Statute 204B.16 (see attached) specifies the requirements for polling places and their <br />designation. The following criteria was used by staff to identify potential polling place locations <br />to replace Gray Freshwater Center: <br />1. Is it within the boundaries of the precinct or within one mile of one of those <br />boundaries? <br />2. Is it accessible to and usable by the elderly and individuals with disabilities? <br />Does it comply with the standards specified in the State Building Code for <br />accessibility by handicapped persons? Is there at least one handicapped parking <br />space available near the accessible entrance? <br />3. Is the space of sufficient size to accommodate all election activities? <br />4. Is the space separated from other activities within the building? <br />5. Is there sufficient parking? <br />6. Are there sufficient facilities to accommodate judges who will be working the <br />entire day? <br />7. Are intoxicating liquors or non-intoxicating malt beverages served in the facility <br />or any adjoining room(s)? <br /> <br />Public facilities that are available within the Precinct 2 boundaries or within one mile of those <br />boundaries are very limited. After reviewing two potential locations, which included <br />International Ministerial Fellowship and Good Shepherd Lutheran Church to establish a polling <br />location to replace the Freshwater Center, Staff determined that Good Shepard Lutheran Church <br />was the best option for Precinct 2. <br /> <br />
