 . .
To: Kenneth Potts
From: Matt Bolterman, Orono Inspector
Date: January 10, 2003
Property Owner: Richard Lee Kail
3866 Sunset Drive
Spring Park, MN 55384
DOB: 9-29-1960
Property Address: 3753 Casco Ave
PIN: 20-117-23-31-0009
Violation: Storing boat on property without a principle structure.
Code Violated: Chaper10.60 Subd.13(B)
Background: The city of Orono first received a verbal complaint about the storage of boats
at 3753 Casco Ave on February 25, 2002. They stated that the house had burned down
several years ago with just the foundation and an unattached garage remaining on the
property. I went out to the property on February 25, 2002 and observed several boats
stored on the property. I took a picture of the violations and sent out a zoning violation
letter on February 27, 2002. Mr. Kail agreed to remove all the smaller boats and stated
that the larger boat (28 foot boat with blue tarp) would be gone in the spring and would
not come back to the property. He also stated that he would remove the existing garage
and foundation of the old house during the summer of 2002. I sent him a letter on May
16, 2002 and again on June 25, 2002 to get the proper demo permits so he could remove
the structures. On October 2, 2002 I revisited 3753 Casco Ave and observed the same 28
foot boat on the property along with several smaller boats. I sent Mr. Kail another letter
on October 3, 2002 to remove all the boats from the property. I revisited the site on
November 7, 2002 and the large boat was still on the property. I sent one final letter to
Mr. Kail stating that he had to remove the boat by November 7, 2002. The boat was not
removed so I forwarded this violation to you on December 5, 2002.
