Gaffron JML Planning Dept. <br />Title: Senior Planner <br />______________________________________________________________________________ <br />Item Description: 16-3804 Lakewest LLC/Curt Fretheim, 3245 Wayzata Boulevard <br /> (former Eisinger property) - Sketch Plan Review <br />______________________________________________________________________________ <br />Zoning District: RR-1B One Family Rural Residential District (2.0 acre/200’ width) <br />Existing Property Area: Gross area (2 parcels combined) = 29.0 acres <br /> Wetland: 13.6 acres + Non-Wetland: 15.3 acres + <br />Existing Property Width: 1390’+ <br />Application Summary: Applicants have submitted a sketch plan for a proposed 27-unit single- <br />family detached townhome development on the portions of the property not encumbered by the <br />former sanitary landfill; discussion of the potential for a second phase of development for a <br />multi-family building on a portion of the landfill site is also requested. The current townhome <br />layout is very similar to that reviewed by the Council in 2014. <br />Planning Commission Recommendations: The applicants made an audio-visual presentation <br />of a very similar proposed development project at the August 18, 2014 PC meeting, Planning <br />Commission comments on that previous sketch plan are included in the attached minutes from <br />that meeting. <br />Council Review of September 8, 2014: See attached memos and minutes. <br />Staff Recommendation: This application is brought forward to the Council absent Planning <br />Commission review as the proposal is very similar to the previous sketch plan. Council should <br />allow the applicants to make their presentation and provide feedback regarding the proposal. <br />Council is requested to have a discussion regarding the current Comp Plan-guided density and <br />development parameters as compared to the proposed development characteristics. <br /> <br />List of Exhibits <br />Exhibit A.
