Phase I Ena�ironmental Site Assessment September 2, 2009 <br /> 3.0 USER PROVIDED INFORMATION <br /> To meeti the requirement of ASTM E 1527-05, the User is required to provide specific information as <br /> it pertains to the Properry. The follo��ing sections provide a brief discussion of User provided <br /> information. Supporting documents are included in Appendix B. <br /> 3.1 Recorded Environmental Cleanup Liens <br /> A lien search was completed by EDR and concluded that there are no identified environmental <br /> cleanup liens associated �>ith the Properry that are filed or recorded under Federal, Tribal, state or <br /> Local law. A copy of the lien search is provided in Appendix B. <br /> 3.2 Activity and Use Limitations <br /> According to Mr. David Carstensen ��ith Blaine State Bank, the User of the Phase I ESA, he does not <br /> knov�� of any activity and use limitations (AULs) in place at the Property or that have been filed or <br /> recorded in a registry under Federal, Tribal, State or Local law, including engineering controls, land <br /> use restrictions, or institutional controls. <br /> 3.3 Specialized Knowledge <br /> Mr. Carstensen reported no specialized knowled�e or experience related to the Property. <br /> 3.4 Property Value <br /> According to Mr. Carstensen, Blaine State Bank is providing a loan for the owner and that the <br /> Properry is not for sale; therefore, the current property value has not been determined. <br /> 3.5 Commonly Known or Reasonably Ascertainable Information <br /> Mr. Carstensen reported no knowledge of commonly kno��n or reasonably ascertainable information <br /> about the Properry that would assist in the identification of conditions indicative of releases or <br /> threatened releases at the Properry. Ho��ever, he stated that he is a��are that the Property is reportedly <br /> an unpermitted dump. <br /> 3.6 Degree of Obviousness of Contamination <br /> Except as described above, Mr. Carstensen stated that based on his knowledge and experience related <br /> to the Property, he does not kno�� of any obvious indicators that point to the presence or likely <br /> presence of contamination at the Property. <br /> Carlson Professional Serarices, Inc.
