URBAN HENNE� ..J COUNTY HOUSING REHABILITf,�'ION PROGRAMS <br /> CONTRACTOR BIDDING INSTRUCTIONS <br /> THE CONTRACTOR SHALL SUBMIT A CONSTRUCTION BID PROPOSAL THAT <br /> COMPLIES WITH THE FOLLOWING CONDITIONS. REFER TO BASIC GENERAL <br /> SPECIFICATIONS AND WORK CONTRACT FOR FURTHER CONTRACTUAL <br /> INFORMATION. <br /> Bid - The Construction Bid shall entail a write-up of complete specifications for the <br /> proposed rehabilitation work. Write-up shall specify brand names, materials, dimensions, <br /> itemized cost, finishing and include all labor, equipment, and services required for proper <br /> comptetion of the work. <br /> Scope of Improvements and Work Proposal - The contractor is requested to use the <br /> prepared Scope of Improvements and Work Proposal form as the contracting bid when <br /> bidding the rehabilitation work. A contractor's bid written up on a different form will be <br /> accepted only when the bid is complete with detailed work specifications and incfudes the <br /> individual cost per item. However, the Scope of Improvements shall take precedence over <br /> other specifications and when in conflict, the material, equipment, or workmanship, as <br /> called for in the Scope Improvements will be required. Requested drawings are for <br /> clarification/illustration purposes. <br /> Materials - Installed materials shall be new, of inedium quality and grade. Owner shall <br /> select colors or patterns furnished by the contractor from readily available supptier's <br /> selection. If a cost allowance is specified, and the color or pattern selected is more than <br /> the allowance, the owner shall pay the cost difference. Workmanship shall be in <br /> accordance with trade standards. Installation and/or application shall be in compliance <br /> with the manufacturer's specifications and/or comply with applicable codes and their <br /> requirements. All operational manuals for new installed equipment shall be provided to the <br /> owner. <br /> Existing Systems - When the Scope of Improvements specifies plumbing, electrical or <br /> mechanical work, involving the existing system, the contractor shall submit a bid for the <br /> code work which has not been listed in the Scope of Improvements and which would be <br /> required in order for that entire system to comply with the minimum housing standards <br /> and/or code requirements. <br /> Alternatives - The contractor may submit an alternative bid that is written up on a separate <br /> form titled "Alternatives", when an item is not listed and/or when the contractor feels that <br /> there is a better method for the corrective work than what has been proposed in the �cope <br /> of Improvements. The alternative bid does not relieve the contractor from bidding the item <br /> as written up in the Scope of Improvements. <br /> Regulations and Licenses - It is the responsibility of the contractor to execute proper <br /> regulation procedures and to obtain all licenses and permits as required by governing <br /> agencies (MN Occupational Safety and Health Administration, MN Pollution Control <br /> Agency, MN Dept. of Health, etc.) when working with materials that may cause possible <br /> health and environment-related risks, such as, but not limited to, asbestos and lead. <br />
