MINUTES OF THE <br />ORONO CITY COUNCIL MEETING <br />Monday, December 14, 2015 <br />6:30 o'clock p.m. <br />13. #15-3774 MICHAEL STEADMAN OB/O IRWIN ACOBS,1700 SHORELINE DRIVE — <br />PRELIMINARY PLAT APPROVAL — RESOLUTION NO. 6569 (continued) <br />Gaffron stated the letter of credit that is required is 150 percent of the cost of the public improvements but <br />does not necessarily include a bond for repairing or maintaining the existing road. Gaffron stated the City <br />has done that in the past on occasion and that may be a logical thing to do in this situation. Gaffron stated <br />on a regular basis the City Engineer will take pictures of the road as well as conduct an analysis of the <br />road prior to construction. <br />David Martini, Consulting City Engineer, stated the road should be able to handle this sort of traffic but <br />that a lot of the damage that occurs in construction is related to parking. Martini stated one good thing <br />about this proposal is that the parking will be at the end of the road. Martini indicated they will do a <br />preconstruction assessment and then monitor the condition of the road during the construction. At times <br />the City will take care of the repairs and then bill the developer. Martini stated in his view there is a good <br />process in place to make sure that gets covered and that it can include the house building process in order <br />to further monitor the condition of the road. <br />Gaffron noted construction parking will not be allowed on the road and that it will need to occur down by <br />the cul-de-sac. <br />Mayor McMillan closed the public hearing at 9:43 p.m. <br />McMillan stated prior to final plat approval, she would like to see the plans include the retaining wall, tree <br />mitigation, and then have the developer work with the two neighbors on either side and ask them where <br />they would like the tree replacement to go. McMillan stated she would also like to know how large the <br />replacement trees will be and the size of what will be removed. <br />Levang stated she would like to add the road mediation piece to the resolution. <br />Mattick noted this is a preliminary plat and that condition can be added at final plat, assuming one of the <br />goals is to have closure on the resolution tonight. Mattick stated if the road is damaged during the <br />construction process, the developer will have to fix it, which is a condition that is usually included in final <br />plat. <br />Cornick asked if the construction hours could be tabled. <br />Mattick stated it is something that is already contemplated in the resolution but could be changed. <br />Cornick stated the hours do seem to have some future implications and that he would be supportive of the <br />Mayor on the summer hours. <br />Printup asked what the change again is. <br />McMillan stated she would suggest allowing the normal city code hours during the summer. <br />Levang stated those hours would be defined based on when the school lets out in the summer and resumes <br />in the fall. <br />Page 29 of 44 <br />
