MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,October 19, 2015 <br /> 6:30 o'clock p.m. <br /> The applicants are proposing up to 73 dogs maximum, which is a ratio of one dog per 85 square feet. It <br /> will be an upscale dog pet care facility and includes approximately 1,000 square feet of an indoor play <br /> area as well as a couple of smaller outdoor relief areas. The applicants do propose some exterior <br /> improvements to the building, such as awnings,paint, signage and lighting. <br /> At the September Planning Commission meeting, the public expressed some comments and concerns <br /> associated with noise. The applicants have developed some mitigation strategies for dealing with the <br /> noise and will present their proposals this evening. <br /> Barnhart displayed a layout of the building and noted that changes to the plan include relocating the <br /> entrance to the building to the northwest corner away from the intersection of Shoreline and Blaine and <br /> installation of a fence that would screen an outdoor relief area. Other improvements include removal of <br /> the asphalt parking lot located in the front of the building and replacing it with grass, installing awnings <br /> and signage. All signage will need to meet City Code requirements. The parking lot located on the north <br /> side of the building will be repaved and will remain the same size. The sidewalk will also be shifted to <br /> the northwest side of the building. <br /> There are two outdoor relief areas being proposed. One of the outdoor relief areas is in the same location <br /> as originally proposed. The interior layout has been modified based on Planning Commission <br /> recommendation, including relocation of the entrance way. The property owner will retain the garage <br /> space for their cleaning business. <br /> Barnhart noted a number of public comments were received at the prior Planning Commission meeting. <br /> The adjacent residential property owners are worried about noise and its impact on their properties and <br /> the applicants will present their sound mitigation efforts. Since the Planning Commission meeting, Staff <br /> has received a number of phone calls voicing opposition to the project. Barnhart stated he did not receive <br /> anything in writing. <br /> Barnhart displayed an aerial photo�raph of the area. Barnhart noted this building is 129 feet to the nearest <br /> commercial buildin�, 86 feet to the closest residential structure, 225 feet to the other residential structure, <br /> and 112 feet from the neighboring property to the west. Barnhart stated the concern comes down to <br /> whether the applicants are doing enough to mitigate the noise. <br /> Page 2 of 44 <br />
