A point of discussion when the School's reader board <br /> was under review was the potential for limiting the frequency of inessage changes to <br /> avoid driver distraction by dawdling at the intersection to see the next message. <br /> The new sign as proposed has faces on its east and west sides. Given the location of <br /> adjacent and nearby homes, there are no anticipated negative impacts of the sign on <br /> neighboring properties. T'he internally backlit cross and lettering above the reader board <br /> aze not anticipated to cause glaze or visual distraction. The monument sign itself ineets all <br /> pertinent design standards established by code section 78-1466{11). <br /> Per past CUP approvals, the church property is at just over 50% hardcover, with its <br /> drainage managed via a starmwater ponding area at the northwest corner of the site. The <br /> proposed sign project will actually reduce hardcover on the site by 12 s.f. <br /> Issaes for Coasideration <br /> l. Does the Planning Commission find that that the property owner proposes to <br /> use the property in a reasonable manner which is not permitted by an official <br /> control? <br /> 2. Does the Planning Commission find that the variances, if granted, will not <br /> alter the essential character of the neighborhood? <br /> 3. Does the Commission find it necessary to impose conditions in order to <br /> mitigate the impacts created by the granting of the requested variance? <br /> 4. Does Planning Commission find that the criteria for issuance of a conditional <br /> use permit axe met? <br /> 5. Are there any pther issues or concerns with this application? <br /> Planning Staff Recommendation <br /> Staff recommends the Planning Commission hold the public hearing and a.11aw any public <br /> comments to be entered into the record. Staff recommends approval subject to <br /> considering establishment of conditions limiting the frequency of inessage changes and <br /> requiring use of the automatic dimming fea.ture. <br />
