T'he plan should include <br /> the following: <br /> a. Trce preservation and removai limits <br /> b. Tree replacement locations and species schedule <br /> c. Tree removal and replacement calculations <br /> d. Road trees(1 trce per 40'road&ontage) <br /> e. Invasive species removal <br /> f. Wetland buffer establishment <br /> g. Vegetation estabIishment for disturbed areas <br /> 1.8. The site was identified as a conceptual greenway corxidor in the City's Enviroumental Protection Plan. <br /> The Conservation Design Master Plan(CDMP)describes tlte tree stand on the north half of the site as <br /> a high quality community of magl�basswood forest,but does not include any recommendations for <br /> tree preservation. Therefore,Tree Preservation Easements ahould be considered, at a minimum,to <br /> cover property lines,lot lines,and wefland buffeas. In additiori,the Hoxneowner's Association <br /> docunrents should provide direction on removal of significant trees for future house cflnstraction and <br /> required trce replavement. The tree survey should be comgleted for the entire site to allow for <br /> coordination of future house and driveway placement and determination of tree removal requized. <br /> 1.9. Homeowner's Association Documents should be submiued as part of the Pinal Plat proceas. The <br /> documents should inctude the following: <br /> a. Vegetation Management Plan,including Invasive Species Control <br /> b. Stormwater Facilities Maintenance Plan <br /> c. Tree Rem:ovaI and Replacernent Plan for House Cons�uction <br /> 1.10. The applicant may be required to obtain Minnehaha Creek Watershed District(MCWD)approval and <br /> permitting for their Erosion Control,Wefland Protectioa,Waterbody Crossings&Structures,and <br /> Stormwater Management Rules. A copy of any approvals or permits required should be submitted <br /> priar to final approval. <br /> 1.11. The applicant will be required to provide nnitigation for fill of Wetland 4. A mitigation plan should be <br /> submitted for review,and any approvats or permits required for mitigation activit�es should be <br /> submdtted pziar to Final Plat agproval. <br /> 1.12. The agplicant may be required to obtain a General Construction Permit{NPDES)to di�schazge <br /> stormwater associated with construction activity if more than 1 acze is disturbed. A copy of the permit <br /> s6outd be submitted grior to ari.y land disturbing activity. <br /> 1.13. The applicant will be required to submit a Maintenance Agreement for aIl stormwater management <br /> structures and facilities. The agreement should define maintenance responsibilities following <br /> completion of project, specify types a.nd frequencies of inspect�on and maintenance activities,and <br /> designate who will conduct inspection and maintenance activities. <br /> Preliminarv Plat <br /> 2.1. Drainage and Utility Easements shauld be indicated on the plans as necessary to cover all stormwater <br /> management facilities. <br /> 2.2. Flowage and Conservation Easements should be indicated on the pIans as necessary to cover ali <br /> wetlands. <br /> 2.3. Wetland buffer widths indicated on plan do not correspond with buffer widths listed in CDMP. Also, <br /> buffer widths in both locations appear to conflict with required buffer widtbis listed in MG'WD's <br /> Wetland Protection Rule for the Management Class depicted on their Functional Assessment of <br /> Wetlands Map for this property. Management Classes of wedands should be verified auZd indicated on <br /> the glan with the corresponding required buffer width. If MCWD does not have al]the wetlands in <br /> their in�ventory,they may require a MnRAM anatysis to classify the wetlands and establish buffer <br /> widths. <br />
