MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,June 15,2015 <br /> 6:30 dclock p.m. <br /> Schoenzeit stated the other issue is the trail easement and that it is the practice of the City to collect those <br /> at the time of new subdivisions. <br /> Leskinen stated it appears the Planning Commission is in agreement that the line should be changed and <br /> that a trail easement should be obtained. <br /> Thiesse stated he does not see a big need to require conservation of the trees and that the property owners <br /> can preserve them on their own. <br /> Leskinen stated it did not sound like it was a very significant tree stand. <br /> Landgraver asked if the City in the past has required a conservation easement and a prohibition on cutting <br /> down of trees for smaller subdivisions. <br /> Barnhart stated the Conservation Design is triggered by the size of the lot. Barnhart stated his <br /> understanding is that the significant features of a Conservation Design are not usually found on the <br /> smaller sites. <br /> Schoenzeit moved,Thiesse seconded,to recommend approval of Application No. 15-3740,George <br /> Funk and Judy Rogosheske, 540 Old Crystal Bay Road South,granting of preliminary plat subject <br /> to Staff recommendations,and to require a 30-foot setback for the garage and the granting of a <br /> trail easement. VOTE: Ayes 6,Nays 0. <br /> 7. #15-3744 JOHN BRUNELLO, 190 ORONO ORCHARD ROAD SOUTH,VARIANCES, <br /> 8:42 P.M.—9:18 P.M. <br /> John Brunello,Applicant,was present. <br /> Curtis noted she placed a revised survey in front of the Planning Commission. <br /> Curtis stated the applicant is proposing to construct a new single-family home on the properly and is <br /> requesting lot area, lot width, and side street setback variances in order to do so. <br /> The property is 1.5 acres in area and has 120 feet in width when measured at the front building setback <br /> where two acres in area and 200 feet in width are required. The applicant is proposing a 30.5 foot side <br /> street setback where 50 feet is required. All other setbacks will be met. <br /> The applicant has revised the driveway location at the direction of the City Engineer. The new location <br /> appears to meet the code requirement and a complete evaluation of the site will be done by the City <br /> Engineer at the time of building permit issuance. <br /> The corner lot is subject to 50-foot setbacks from Orono Orchard Road as well as Woodhill Avenue. A <br /> 30-foot setback is required from the north property line and the side street property line is 30 feet from the <br /> edge of the paved roadway. The proposed home will be at least 60 feet from the road. Normally the edge <br /> of pavement is 12 to 20 feet from the edge of the right-of-way. The substandard width of the lot, <br /> combined with the required 50- and 30-foot setbacks result in an approximate 40' x 60' building <br /> Page 20 of 53 <br />
