tM. . <br /> MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,May 18,2015 <br /> 6:30 o'clock p.m. <br /> Thiesse stated he likes the Plymouth definition but that he would like Staff to check with Plymouth and <br /> also alert the City Council that in the view of the Planning Commission tattoo replacement and removal <br /> would be allowed. <br /> Thiesse moved,Schoenzeit seconded,to recommend approval of Application No. 15-3732,City of <br /> Orono,Amend City Code Section 78-1 Definitions,Add Barber Shops and Beauty Shop, by <br /> adopting the Plymouth detinition,with the understanding that Staff will check with Plymouth to see <br /> if they have had any problems with their ordinance,and with Staff alerting the City Council that in <br /> the view of the Planning Commission tattoo services would be allowed under the nonsurgical <br /> cosmetic procedures language contained in the Plymouth definition. VOTE: Ayes 5,Nays 0. <br /> PLANNING COMMISSION COMMENTS <br /> 8. REPORT FROM PLANNING COMMISSION REPRESENTATNES ON CITY <br /> COUNCIL MEETINGS HELD ON APRIL 27,2015 AND MAY 11,2015 <br /> Thiesse stated he was unable to attend the April 27 meeting. <br /> Gaffron noted the Bessesen rezoning was denied at that meeting. <br /> Curtis stated the application dealing with survey requirements was tabled to have Staff look into <br /> thresholds that could be incorporated into the ordinance that would not require a survey. Exception <br /> criteria would include properties located outside of the shoreland, within the hardcover limit, and a <br /> project consisting of 200 square feet or less. <br /> Lemke stated he attended the May 11 Council meeting and that the City's annual public hearing for the <br /> MS-4 permit was held. The survey requirements were approved on a 4 to 1 vote after a lengthy <br /> discussion with the understanding that lots under two acres would be discussed further. <br /> The Brooks application was placed on the Consent Agenda as well as the W Landscapes, Inc., <br /> application. In addition,the Spring Hill Golf Course request was approved. The City Council also <br /> approved a letter to the Metropolitan Council regarding projected housing growth in the area and the bid <br /> for the Watertown Road/Stubbs Bay Road project was approved. The Livingston Tower Park <br /> improvement plan was approved. <br /> Lemke noted Council Member Levang made a nice statement in response to the flyer that came out. <br /> Levang stated the Planning Commissioners work very hard and that she did not appreciate the flyer <br /> denigrating them. Mayor McMillan also made some comments about the flyer. Levang read her <br /> statement given at the City Council meeting. Levang stated she appreciates the work of the Planning <br /> Commission. <br /> 9. OTHER ISSUES FOR DISCUSSION <br /> None <br /> Page 36 of 37 <br />
