k ., <br /> MINUTES OF THE <br /> ORONO PLANNING COMMISSION MEETING <br /> Monday,May 18,2015 <br /> 6:30 o'clock p.m. <br /> Gaffron stated the Planning Commission should discuss the proposed sketch plan and provide direction to <br /> the applicant. <br /> Leskinen asked if the lot next to Stubbs Bay Road is the applicant's residence. <br /> Gaffron pointed out the lot that currently has a house on it as well as the applicant's lot. <br /> Christopher Bollis, Applicant, 3265 Lafayette Ridge Court, stated he owns 350 Stubbs Bay Road but that <br /> he does not reside there. Bollis indicated his parents do live on Lot 2 and have resided there for 41 years <br /> with no plans to move at the present time. <br /> Leskinen stated the reason she asked about whether that was part of the subject property is because she <br /> was wondering whether that particular avenue between that home and the barn could perhaps provide <br /> access to Stubbs Bay Road instead of having the connecting cul-de-sacs. Leskinen indicated as she was <br /> looking at Exhibit E, she felt there were some other options. <br /> Bollis indicated that strip of land is approximately 16 feet wide and is basically for a driveway to 200 <br /> Stubbs Bay Road. <br /> Leskinen asked if that is the residence that is located by the trees. <br /> Bollis stated that is correct. <br /> Landgraver asked if the Planning Commission should discuss direct access to Stubbs Bay Road. <br /> Gaffron stated an outlot would be consistent with what the City has done in similar situations where there <br /> is an opportunity to make a through road at some point in the future. The majority of those roads have <br /> never been connected up to the present time. <br /> Leskinen asked if the wooded area is all dry buildable or whether it is wetland. <br /> Bollis indicated it is largely upland. <br /> Gaffron stated the low area is the little finger of land. <br /> Thiesse stated the problem with the two cul-de-sacs is they both come from the same spot and cut Stubbs <br /> Bay Road of£ Thiesse stated the convenience in other similar situations would be for maintenance and <br /> access by emergency vehicles, which does not seem to be the case in this situation. <br /> Lemke asked if that is all private property where the existing home is located. <br /> Gaffron indicated there is a strangely shaped outlot that serves two homes. <br /> Lemke asked if that could be the access to the cul-de-sac. <br /> Gaffron stated it is a possibility, but to his knowledge it was not platted as a road but rather as a shared <br /> driveway. <br /> Page 31 of 37 <br />
