We offer the following observations,comments,and recommendarions for your <br /> consideration: <br /> eneral <br /> 1.1 The Conservation Design Master Report should be revised to include more complete recommendations <br /> and direction to address each of the topics outlined in the ordinance. More specifically,the following <br /> should be considered for each topic: <br /> a. Existin�Draina�e System—Prior to prairie restoration,the site was nsed as cropland,and the <br /> Wet�and Delineation Report indicates dra.in tile was installed to regulate the water level of Wetland <br /> 6. As cropland,additional drain tile may also have been installed in ti1lable azeas. The report <br /> should be revised Eo indicate potential locations of existing tile. <br /> b. Stormwater Manat?ement System—The report should be revised to include direction for brealang <br /> existing tiles in order to restore natural hydrology. <br /> c. Invasive Species—The CDMP should be revised to include a complete VegetaUion Management <br /> Plan. The plan should include a list of ali invasive plant species eneountered(i.e.buckthorn, garlic <br /> mustard,reed canary grass,creeping charlie,canada thistle,etc.}and recommended procedures and <br /> schedule for eradication of listed species. <br /> d. Protecti n f i nificant Tree Stands—The CDMP includes proposed Tree Preservation Easement <br /> descriptions for various lots and sketch exhibits. However,the report should be revised to include <br /> discussions on the location,quality,and value of existing sigtuficant tree stands,recommendations <br /> for areas to be presarved,and justification and mitigation of impacts of any such stands to be <br /> impacted by development activities. Since the applicant is proposing to place lots in wooded areas <br /> over open prairie,the report should include a discussion regarding consideration of prairie <br /> preservation versus tree preservation,as well. Also,the pmposed Tree Preservation areas aze <br /> diff'icult to discem from the proposed easements and sketches. The Vegetation Manageznent Plan <br /> should depict proposed Tree Preservation areas and trees designated foz reznoval to allow far <br /> review of the proposed easements. <br /> e. Protection of Weilands—The Vegetation Management Plan should include procedures,schedule, <br /> and seed mixes for pXotecting and estabiislung buffers axound wetlands. <br /> f. Im acts to Ec 1 'cal Communities—The CDMP should be revised to indicate justifications and <br /> locations where potential exists to negatively impact ecological communities and where mitigation <br /> of impacts wiIl occur. <br />
